About Timnetra Burruss

  • Timnetra is the Founder and Principal of The Evolution Collective LLC, a boutique consulting firm. She launched the firm after more than seventeen years in the public sector transforming the highest volume quasi-judicial tax tribunal in the nation as Chief Deputy Commissioner.
  • She served as the first woman in that role in the history of the office when she was appointed in 2023 and she was responsible for the operations of the 170 person and $24 million dollar budget agency which adjudicates assessed valuation appeals for property tax purposes. During her tenure at the agency, she gained expertise in the real
    estate valuation and taxation field.




  • Timnetra is also a published author and presenter with expertise in leadership, organizational strategy and operations, government relations, and real estate/property tax.


  • She leverages her experience as a public servant in government with her solid business acumen to provide a unique perspective to achieve organizational evolution. As a lawyer, she is able to bridge legal, policy, and operational objectives to achieve results

  • Timnetra attended the University of Illinois at Urbana-Champaign where she received her bachelor’s degree. She went on to earn her Master of Arts degree in Management from Columbia College Chicago. After earning her Masters’ degree, she received her law degree from DePaul University College of Law and a Master of Laws in Real Estate from The John Marshall Law School. In addition, she received a Certificate in Financial Management and Decision-Making from the University of Chicago.
